The Client is looking for a Data Analyst with 11+ years of experience managing data pertaining to medical, nutrition, and financial subsidies managed by the Client system.
Complete Description:
The Data Analyst will play a critical role supporting the Client Program Administration, Executive Steering Committee, and Client Stakeholders. Under the aegis of the Client Chief Data Officer, the Data Analyst is responsible for the following areas:
Operational Oversight
One of the key duties is overseeing the life cycle of Client data. The Data Analyst is responsible for defining and implementing policies and procedures for the day-to-day operational and administrative management of systems and data — including the intake, storage, processing, and transmission of data to internal and external systems. The Data Analyst must also define and document data and terminology in a relevant glossary, ensuring each critical data element has a clear definition and remains in use.
- Develop and implement strategies to assess and maintain the quality, integrity, and reliability of data.
- Coordinate cross-agency efforts and decisions to ensure official agency records requirements, privacy, security, and other related requirements are met.
- Provide oversight to ensure data issues, needs, and requirements are documented.
Data Quality
Responsible for establishing data-quality metrics and requirements, including defining acceptable values, ranges, and parameters for each data element. Works with the Client Data Research, Analytics, and Management team to establish procedures for detection and correction of data-quality issues, and collaborates to establish policies, procedures, and internal controls affecting data quality. Also engages in ongoing, detailed evaluation of data quality, identification of anomalies and discrepancies, and implementation of corrective measures.
- Coordinate with Client program teams and Stakeholder Agencies to ensure quality and integrity of Client data elements (content and metadata).
- Facilitate the creation of data standards based on business rules, data access security requirements, and retention of legacy data.
Privacy, Security, and Risk Management
Establish guidelines and protocols governing data proliferation to ensure privacy controls are enforced in all processes. Compile retention, archival, and disposal requirements and ensure compliance with institutional policy and regulations. Establish and implement data curation practices while balancing transparency and privacy.
- Review agency and interagency data-related work products.
- Coordinate cross-agency efforts to ensure official agency records requirements, privacy, security, and related requirements are met.
Policies and Procedures
Define policies and procedures for access to Client data, including criteria for authorization based on role and/or individual. Work closely with Client IT, Privacy, and PMO to establish controls. Evaluate and report any suspected or actual breaches or vulnerabilities in confidentiality, integrity, or availability.
- Monitor and analyze the application of federal, state, and local data requirements, standards, and rules.
- Coordinate efforts with stakeholder agencies to interpret business needs into applications and derive data requirements regarding accessibility, completeness, timeliness, and relationships to other data entities.
- Present findings and recommendations to Client leadership, Executive Steering Committee, and other stakeholders regarding improvements to operating practices, accountability, or transparency.
